Keen has served as an Arbitrator in over 150 cases, and a Mediator on the Nevada Foreclosure Mediation Panel.

Keen's dedication to family and community is reflected in his service. He served on the City of Toquerville Planning Commission and the Hurricane Valley Fire Board in Utah.
Keen also served as the only Administrative Law Judge for the City of Toquerville, as well as its Mayor.
He also previously served as a Commissioner on the City of Las Vegas Planning Commission.
